Does an employer need to file a Form 8955-SSA every year?

If a plan does not have any reportable participants for a given year, then the plan does not need to file a Form 8955-SSA for that year.  As a practical matter, larger employers will probably need to file a Form 8955-SSA annually.  However, some smaller employers with low turnover or who promptly pay out all participants upon termination of employment may go several years without needing to file a Form 8955-SSA.
